I. General positions

1. The present rules of carrying out the state vehicles checkup of the State safety inspection of traffic of the Ministry of Internal Affairs of the Russian Federation (further - Rules) are developed according to the Federal law dated to December 10, 1995 N 196-federal law " About the safety of traffic " * (1) and the governmental order of the Russian Federation dated to July 31, 1998 N 880 " About the order of carrying out the state checkup of the vehicles registered in the State inspection of traffic safety of the Ministry of Internal Affairs of the Russian Federation ".
2. The present Rules define the organization and the order of carrying out of the state checkup of vehicles and trailers to them, registered in the State inspection of traffic safety of the Ministry of Internal Affairs of the Russian Federation (further - the State inspection).
4. At the state checkup (further - survey) of vehicles and trailers to them, registered in the State inspection (further - vehicles), the decision of the following primary goals is assigned on the State inspection:
4.1. The conformity check of a technical condition and the equipment of vehicles (further - check of a technical condition) to requirements of normative legal certificates, rules, standards and technical norms in the field of a traffic safety.
4.2. The driver’s control of admission in traffic participation.
4.3. The prevention and suppression of crimes and the administrative offences connected with the operation of vehicles.
4.4. The revealing of stolen vehicles, and also the vehicle participants in traffic which has disappeared from the places of road and transport incidents.
4.5. The state parameters account of a condition of traffic safety.
5. Vehicles are subjected to a survey according to the established periodicity.
5.1. The cars used for the transportation of passengers on a commercial basis, buses and lorries equipped for regular transportation of people, with the number of sitting places more than 8 (except of the place of a driver), special, specialized vehicles and trailers to them for the transportation of large-sized, heavy and dangerous cargoes, are subjected to survey two times a year.
5.2. The vehicles, since the year of which release has passed no more than 5 years, including the year of release (except the vehicles, specified in subitem 5.1 of the present Rules), are subjected to survey annually.
5.3. The vehicles, since the year of which release has passed no more than 5 years, including the year of release, and also vehicles, which year of release is not established (except for the vehicles specified in subitem 5.1 of the present Rules), are subjected to survey annually.
5.4. Trailers (except of the trailers intended for the transportation of large-sized, heavy and dangerous cargoes, specified in subitem 5.1) which year of release does not coincide with the year of release of a vehicle - the tractor, can be represented on a survey in the terms, established for a vehicle - the tractor.
6. The proprietors of vehicles or persons, on behalf of proprietors using and (or) disposing vehicles in established civil legislation of the Russian Federation in the order (further - proprietors (representatives of proprietors), are obliged to represent vehicles on survey in a concrete month and year, established by the State inspection. After the registration of vehicles their proprietors (representatives of proprietors) are obliged to present vehicles on survey in time, as a rule, not later than 7 days from the moment of registration.
7. The concrete year and month of carrying out the following survey of each vehicle are appointed by the State inspection during its next survey according to the established periodicity. Thus local features (climatic conditions, the structure of vehicles park, the presence of prepared personnel, technological base, the maintenance of uniform distribution of vehicles survey on months of the year and so on) are considered.
8. The state inspection in opinions view of the interested legal persons and other organizations (further - the organizations) till January 1, of each of the year, makes the summary schedule of carrying out the survey on an area (city, area in a city) vehicles belonging to them.
9. The proprietor (the representative of a proprietor) has the right to present a vehicle on survey before the term established by the State inspection.
In this case the decision to change the term of representation of a vehicle on survey is accepted by the main state inspector of traffic safety of corresponding division of the State inspection or its assistants under the written application of the proprietor (the representative of a proprietor) vehicle.
10. The survey of vehicles is held by the State inspection in a place of their registration (time registration). The concrete place of survey is appointed by the State inspection. It can represent the station of a state vehicles checkup of the State inspection, the mobile item of the state vehicles checkup of the State inspection or a special platform on the territory of the State inspection (further - stations of the state checkup), and also specialized technological base of a legal person or an individual businessman, in the arranged order on a competitive basis attracted by the State inspection to take part in checking a technical condition with the use of technical diagnosing at the survey of vehicles (further - items of checkup).
Under the decision of the main state inspectors of traffic safety of federal (territorial) controls of the State inspection or their assistants it is possible to designate a place of carrying out the vehicles survey without taking into account the place of registration (time registration) vehicle.
1. Before the introduction checking of a technical condition in the places, established by the item of 10 present Rules, the survey of vehicles is held in the divisions of the State inspection with the use of available means of technical diagnosing.
Thus carrying out the survey of vehicles of organizations is supposed directly on their territories. In coordination with organizations, the State inspection can use the means of technical diagnosing belonging to them and attract to take part in carrying out the checking of a technical condition during the survey of officials and technical officers of organizations responsible for an operation and a technical condition of vehicles, the representatives of public formations.

II. The Documents, shown at the survey of vehicles

15. For survey the proprietor (the representative of the proprietor) represents a vehicle and shows the following documents:
15.1. The document, proving the identity.
The basic document, proving the identity of the citizen of the Russian Federation, is the passport.
If you lose the passport, you show the operating time identification card given out by the law-enforcement bodies under the form 2P. Military men can show the identification card and the certificate of registration on a residence under the form 8, and also the identity card, refugees and the compelled immigrants - the certificate which has been given out by the body of Federal migratory service of the Russian Federation.
Foreign citizens - employees of the foreign mass media or the organizations, accredited at federal enforcement authorities, show accreditation cards and national passports, registered in law-enforcement bodies.
Other foreign citizens and persons without citizenship - national passports or the residence permits, registered in law-enforcement bodies.
15.2. The driving license with resolving marks in it on the right to drive a vehicle, presented on survey.
Foreign citizens or persons without the citizenship, arrived to the Russian Federation for the term up to 6 months, at the representation on survey of vehicles, registered in the State inspection, should have the international or national driving license, corresponding the requirements of the Convention about traffic, or other national certificate with its translation certified, the confirming right to drive vehicles of corresponding categories.
The same persons, arriving on a residence to the Russian Federation for the term of 6 months and more, should have the Russian driving license, which has been given out in a due order.
15.3. The medical information of the established form.
15.4. The document confirming the right of possession (for the proprietor of a vehicle) either using and (or) orders to a vehicle (for the representative of the proprietor).
The documents, confirming the right of use and (or) the order by a vehicle, should be made according to the civil legislation of the Russian Federation.
15.5. The registration certificate of a vehicle or the characteristics sheet of a vehicle and (or) the technical coupon of a vehicle.
15.6. Receipts (payment assignments) on payment of the established tax from the owners of vehicles and payments for carrying out the survey, including with the use of the means of technical diagnosing.
In the case, when on survey the vehicles, specified in an item 5.2 of the present Rules, or not represented on a survey in previous current years, are represented, the proprietor (the representative of the proprietor) shows receipts (payment assignments) on payment the tax from the owners of vehicles both as for the current, and for the previous yea,r in which the survey was not held.
15.8. The registration documents with the corresponding record (stamp), made by the State inspection, on the equipment of a vehicle by a special light and sound signals - if the vehicle is equipped by these signals.
15.9. The contract of the advertising account (advertising dealer) with the proprietor (the representative of the proprietor) vehicle - if the advertisement is put on a vehicle.
16. In the case, when the proprietor of a vehicle is a person, recognized by a court as incapacitated according to the civil legislation of the Russian Federation, the vehicle on survey is represented by the trustee on behalf of such person.
17. In the case, when the proprietor of a vehicle is the person who has not reached 14, the vehicle on survey is represented by parents, adoptive fathers or trustees, at presentation of the birth certificate of the given person.
In the case, when the proprietor of a vehicle is the person in the age from 14 till 18 years, the representative of the proprietor can present a vehicle on survey at the presence of this person and from the written approval of parents, adoptive fathers or trustee.
18. The documents are not accepted, written by a pencil, having expungements or postscripts, crossed out words, and also not stipulated corrections, by the state inspection. The text of documents should be written clearly and precisely. Surnames, names and patronymics of citizens should be written completely with the instruction of their residence, and names (company names) of legal persons - without reductions and with the exact instruction of legal addresses.
The copies of represented documents, except the cases, stipulated by the legislation of the Russian Federation, can not replace originals.

III. Survey of vehicles

19. During the survey of a vehicle the check of the driving license, the documents, confirming the right of possession or using and (or) dealing with a vehicle and registration documents on a vehicle is made, and also the coupon about the passage of a state checkup (further - the coupon), given out to the proprietor (the representative of the proprietor) of a vehicle at the previous survey - if the vehicle has passed the survey in the State inspection earlier.
In the driving license of the proprietor (the representative of the proprietor) the presence of a resolving mark on the right of driving a vehicle is checked, presented on survey.
On the coupon’s records the representation timeliness of a vehicle on survey is supervised.
The driving license, the documents, confirming the right of possession or using and (or) dealing with a vehicle and registration documents on a vehicle, and also a vehicle and its number units in the order established by the Ministry of Internal Affairs of Russia and with the application of means, are checked on authenticity and on corresponding federal information retrieval systems.
Thus the conformity check of mark, model, updating (type), color, year of release, identification number of a vehicle (VIN), if it is appropriated by the organization-manufacturer, the identification (serial industrial) numbers of chassis (frames), bodies (carriage, trailer), engine, the state registration sign, specified in registration documents, is carried out.
20. At the detection of attributes of a driving license fake and (or) the documents, confirming the right of possession or using and (or) dealing with a vehicle and registration documents on a vehicle, the state registration signs, changes of factory vehicle marks, at the discrepancy of units numbers with the data, specified in presented documents, and also at the presence of all sufficient bases to believe, that vehicles (number units) or the presented documents are in search, documents and (or) a vehicle are late and the actions, in the established order by the legislation of the Russian Federation, are made.
In the cases of revealing on the registered vehicle some design changes which a subject of inserting of have not brought in registration documents, the operation of a vehicle is forbidden.
21. During the survey of vehicles in the places, appointed by the State inspection according to items 10, 11 present Rules, the check of a technical condition with the use of technical means of diagnosing on the conformity to requirements of normative legal certificates, rules, standards and technical norms, establishing the requirements to a design and the technical condition of vehicles being in operation and the subjects of their additional equipment (further - safety requirements of traffic) - the appendix 1, is checked.
22. During the check of a technical condition of vehicles, the means of technical diagnosing, brought in the State register of type measurement means, having the certificates of conformity, certificates on the type measurement statement, the established documents on checking and the checks of a technical condition, providing the construction of technical condition by the methods of, established by corresponding standards and technical norms, are applied.
24. The vehicle, a technical condition and equipment of which do not answer even the one safety requirements of traffic, is considered to be faulty and its operation is forbidden.
At carrying out the repeated survey of such a vehicle in time, not later than 20 days from the moment of the previous survey, the actions, according to items 15-20 of the present Rules, are made.
The check of a technical condition in this case is spent only on those parameters, which mismatched the safety requirements of traffic at the previous survey.
At the representation of a vehicle on repeated survey in time, over 20 days from the moment of the previous survey, the full check of a technical condition is spent and in the order, established by the present Rules.

IV. Registration of survey results of vehicles

25. By the results of checking a technical condition the diagnostic card of a vehicle (further - a diagnostic card) in triplicate is made out.
The first copy of a diagnostic card stands out to the proprietor (the representative of the proprietor), the second - is stored in the division of the State inspection in a place of carrying out the survey of a vehicle, the third - is stored at the station of a state checkup or in the item of a checkup.
26. By the results of checking of a technical condition in the cases, stipulated by item 11 of the present Rules, are made out:
26.1. The checkup certificate of a vehicle (further - the certificate) in duplicate (the appendix 3): for the State inspection and the proprietor (the representative of the proprietor) of a vehicle.
26.2. The certificate of the state checkup of a group of vehicles (further - the inspection certificate of a group of vehicles) in triplicate (the appendix 4): for the State inspection, the enterprise and a military commissariat.
27. On the vehicle, which has been inspected, the coupon is filled. The coupon stands out to the proprietor (the representative of the proprietor) of a vehicle.
28. At loss of the coupon, under the written application of the proprietor (the representative of the proprietor), the State inspection in a place of registration (time registration) of a vehicle, inspects the fact of a survey passage.
At acknowledgement the fact of a survey passage and the performance of the positions, stipulated by the paragraph of the first item 15, subitems 15.1, 15.2, 15.4, 15.5, 15.8 - 15.10, items 18 - 20 of the present Rules, are made out and stood out the duplicate of the coupon. In this case the check of a technical condition is not spent and the term of a vehicle representation on the next survey does not change. In the column of a coupon "Special marks” the mark "Duplicate" is made.
The duplicate of the coupon stands out after the payment by the proprietor (the representative of the proprietor) of a vehicle in the due order of gathering for its delivery.
29. At entering changes in registration documents on a vehicle, during the action of a coupon, in connection with the change of data on the proprietor or the replacement of state registration signs (except the cases of alienation of a vehicle), entering into the coupon, the delivery of a new coupon is made without checking a technical condition.
The new coupon stands out after the performance of the positions, stipulated by the paragraph of the first item 15, subitems 15.1, 15.2, 15.4, 15.5, 15.8 - 15.10, items 18 – 20 of the present Rules and payments by the proprietor (the representative of the proprietor) of a vehicle of the established gathering for its delivery. Thus the earlier date of representation of a vehicle on the next survey does not change.
